Syrian Pearl Airlines was incorporated by Presidential Decree No 5 in 2008 to perform scheduled flight operations and to act as the "second national carrier", with capitalization of SYP 250m (USD 5.3m)

On the 27th of March 2009 Syrian Pearl Airlines entered into a one year ACMI (Aircraft, Crew, Maintenance, Insurance) agreement with Orion Air of Spain for 2 x BAE 146-300 aircraft. On May 3rd 2009, it had its first flight from International Damascus Airport bound for Aleppo. Orion Air is a small Spanish charter operator incorporated in 2004 (operating 2 x BAE-146, 1 x Embraer 120).

Syrian Pearl Airlines plan to focus initially on domestic destinations, neighboring countries within short and medium ranges while not contemplating any long-range international routes in the foreseeable future. Mr. Finn Thaulow, the former CEO of FlyMe, the Swedish low cost carrier and a veteran aviation executive was assigned to head the newly formed airline.

 

The Orion - Syrian Pearl Airlines deal was subject to US Department of Commerce on-going  investigation and subsequent action since it was first announced covering breach of US export regulations, denying "Export Privileges", hence effectively grounding the entire leased fleet of Syrian Pearl Airlines
